The Texas/Mexico Border Issues and Impact on Crime
Hank Sibley began his law enforcement career in 1980, while serving as a Baton Rouge, Louisiana Police Officer. He attended college at Louisiana State University and graduated with a Bachelor’s Degree in Criminal Justice in 1984. He began his service with the Texas Department of Public Safety in January 1985. After graduating from the Texas DPS Academy, he was assigned to the Texas Highway Patrol Division and served as a State Trooper in Sulphur Springs. In 1989, Sibley promoted to Highway Patrol Sergeant and was stationed on the Dallas North Tollway. He served as a Highway Patrol Sergeant at several different duty stations, including Dallas, Palestine, Athens, Sulphur Springs, McKinney and NTTA Plano. While serving as a Highway Patrol Sergeant, he graduated from the Northwestern University School of Police Staff and Command. Sibley was selected to establish the DPS Dive Recovery Team in 1994 and served as commander until 2000. In 2011, Sibley was promoted to Highway Patrol Lieutenant and established a new Texas Highway Patrol sub-district in Sherman. In 2014, he was promoted to Highway Patrol Captain and was stationed on the Texas/Mexico border, serving as the Texas Highway Patrol District Commander in Laredo. In 2015 he transferred to McAllen, where he organized the new Texas Highway Patrol “Border District.” He served as its District Commander, until his appointment to the rank of Texas Highway Patrol Major over the South Texas Region in 2017. In this capacity, he oversaw the joint Texas Highway Patrol/U.S. Border Patrol security operations on a large section of the border from the Rio Grande Valley west to Del Rio. Sibley subsequently transferred to Houston and served as the Texas Highway Patrol Major over the Southeast Region, where he oversaw the Texas DPS emergency response to “Hurricane Harvey.” In 2018 he was selected to serve as the Assistant Chief of the Texas Highway Patrol Division at Austin DPS Headquarters.
In March 2020, Sibley was appointed to his current position as Regional Director for the forty-two county North Texas Region. After traveling around the State of Texas during his career with Texas DPS, Regional Director Sibley and his wife Carrie O’Brien Sibley (a Dallas native) were finally able to come “home” to the north Texas area.
